The Retired Transit Guardians has among it’s membership three who are holders of doctorate degrees (Ph.D.). This month’s “Spotlight” focuses on one, Dr. Odinga Oginga. During his
Transit Police career he was known as William Fuller, and acquired a name change long after he retired. So, many of us still refer to him as “Bill”, in deference to and without any lack of respect to his chosen name.
“Bill” was born February 25, 1943, in Wilmington, North Carolina, where he was a graduate of Willinston High School. He earned a B.S. degree in Behavioral Science at New York Tech and
a Masters (M.S.) degree in Criminal Justice at John Jay College, New York. From 1960 to 1964 he served in the United States Air Force, mostly at March AFB in California. Bill joined the Transit Police Department in
December 1965 and worked in Districts # 2, 4, 20, 22 and 33. He retired in 1981.
Dr. Oginga is a member of the Men of Kushite, an activist organization in the Charlotte, North Carolina area. He is particularly proud of his tutoring efforts to elementary school
level children, grades 2 to 5, and is currently working on a children’s book. He is a published author and his book ‘Wake Up Black Man and Black Woman’, in his words, is “controversial, but a must read”. The book
